Article L221-6

Without prejudice to the provisions of Law No. 78-753 of July 17, 1978 on various measures to improve relations between the administration and the public and various administrative, social and fiscal provisions, the results of related epidemiological studies air pollution, the results of environmental studies related to atmospheric pollution as well as information and forecasts relating to air quality monitoring, atmospheric emissions and energy consumption are the subject of a periodic publication which may be entrusted, for their area of ​​competence, to the approved organizations mentioned in Article L. 221-3.
Each year, the State publishes an inventory of emissions of polluting substances and an inventory of energy consumption. It also publishes a report on air quality, its possible evolution and its effects on health and the environment. The inventory of emissions of polluting substances and the report on air quality, its possible evolution and its effects on health and the environment are submitted for the opinion of the French Environmental Health Security Agency.
When the air quality objectives are not met or when the alert thresholds and limit values ​​mentioned in Article L. 221-1 are exceeded or risk being exceeded, the public is immediately informed by the competent administrative authority. This information also relates to the measured values, advice to the populations concerned and the regulatory provisions adopted. The competent administrative authority may delegate the implementation of this information to the approved organizations provided for in Article L. 221-3.
