Decrees of the Council of State

Article R314-1

   The wheels of all motor vehicles and trailers, with the exception of agricultural vehicles and equipment, must be fitted with tires.
Tires, with the exception of those of public works equipment, must have visible tread pattern over their entire running surface.
No fabric must appear either on the surface or on the bottom of the tire tread pattern.
In addition, these must not have any deep tears on their sides.
When agricultural vehicles and equipment are fitted with tires, they must not have any deep tears on their sides and no canvas must appear either on the surface or at the bottom of the sculpture.
The nature, shape, condition and conditions of use of the tires and other devices provided for in this article are determined by order of the Minister responsible for transport.
The Minister in charge of transport may grant exemptions from the obligations provided for in this article for public works equipment.
Violating the provisions of this article relating to the nature, shape, condition and conditions of use of the tires is punished by the fine provided for contraventions of the fourth class.
The immobilization of the vehicle may be prescribed under the conditions provided for in Articles L. 325-1 to L. 325-3.

Article R314-2

   The fact of putting up for sale or selling, except to be scrapped, a tire not having the characteristics of use provided for in article R. 314-1 or damaged by too deep re-cutting is punishable by a fine. provided for fourth class contraventions.

Article R314-3

   It is forbidden to introduce metallic elements likely to protrude into the rolling surfaces of tires. The Minister in charge of transport fixes by decree the conditions under which this prohibition may be waived or use any other anti-slip device.
The use of chains is only permitted on snow-covered roads.
The provisions of this article are not applicable to mopeds or light motor quadricycles.
The Minister in charge of transport, after consulting the Minister in charge of agriculture, fixes by decree the characteristics to which the traction chains used on the tires of vehicles or self-propelled agricultural equipment must meet.
The fact of contravening the provisions of this article or those taken for its application is punishable by the fine provided for contraventions of the fourth class.
The immobilization of the vehicle may be prescribed under the conditions provided for in Articles L. 325-1 to L. 325-3.

Article R314-4

   The minister in charge of transport, after consulting the minister in charge of agriculture, fixes by decree the characteristics to which the metal tires of vehicles or agricultural equipment must meet.
The fact that any driver contravenes the measures taken in application of this article is punished by the fine provided for third class contraventions.
The immobilization of the vehicle may be prescribed under the conditions provided for in Articles L. 325-1 to L. 325-3.

Article R314-5

   The metal tires of animal drawn vehicles must not show any protrusion on their surfaces coming into contact with the ground.
The fact of contravening the provisions of this article is punishable by the fine provided for contraventions of the third class.

Article R314-6

   The provisions of this chapter are applicable to vehicles and special equipment of the armed forces only if they are compatible with their technical characteristics of manufacture and use.

Article R314-7

   The Minister in charge of transport fixes by decree the rules relating to the tires of special vehicles whose speed cannot exceed 25 km / h by construction.
The fact, for any driver of a special machine, equipped with tires, to contravene the measures taken in application of this article is punished by the fine provided for the contraventions of the fourth class.
The fact, for any driver of a special machine, provided with metal bandages, to contravene the measures taken in application of this article is punished by the fine provided for the contraventions of the third class.
